Can't answer a phone call

I have a new Motorola turbo 2. When people call me my screen shows this radiating image and I can't answer the phone. I have to call them back.   What's going on?

I have a Verizon 7.  When a call comes in a drop down for driving comes down ...Can't answer....Have to call back
