Contacts won't sync

i have a motorola droid razr m.  in 18 months neither i nor verizon store personnel can help me with contacts.  on the phone it shows over 1800; online it is around 400.  i have edited online over an over and still it doesn't sync with my phone to include correct information.  how can this be corrected?

Let's get this figured out! Are you attempting to view your contacts online via Backup Assistant or Gmail? Do you have have your sync setting turned on Settings>Accounts & Sync?
