So your texting and mobile data are both working, without being connected to Wi-Fi? If you are on Wi-Fi, you may want to disconnect to verify texting and data aren't just going over Wi-Fi.
If they are working without Wi-Fi, I would restart the phone. If still having the problem after, then reset network settings. If the problem persists after that, you'll probably need to call Verizon for support.
