I've already cleared out cache partition and that did not do anything. Memory is definitely not an issue as I have a memory card added and 75gb left. I'm currently using messenger app with the blue icon as the red messenger is even worse and can't do GIF's.

Thanks that information does help DLOFF9. Please delete all the old messages. Then take a new picture and send it. Do you still get the error message?
