I figure Verizon is in a catch 22 with the Turbo.  It's their flagship phone and one might think updates would be priority with it, but by the same token, Verizon probably wants to make sure that flagship phone gets more testing to stay stable before releasing LP.

This phone lasts me about 16 hours before the battery warning comes up under normal usage, that's no 48 but still good enough for me.

If it does get released today barring nothing happening it isn't going to be pushed out all at once. It will be a staggered roll out over the course of a few weeks. It'll go random by IMEI.
