What a peculiar situation. And hey, I know how important it is to have your picture messages coming through seamlessly so let's make sure that applies to you.
Now, I have to begin by asking if you're using a third party messaging app? If so, please uninstall and use the stock app. Also, thank you for what you've done thus far so I know not to step on your toes. What I'd recommend at the moment is removing/reinserting the SIM for at least 30 seconds for a network refresh and then testing it out by sending a picture message to yourself. If this doesn't work, please let us know, and also fill us in on if there are any error messages and if your data is working just fine. Thanks!
