I have noticed that since I updated to JB, when I get on a wifi network, it shuts off the Verizon broadband data connection. I do not remember this happening before, I thought they both stayed on under previous OS's.

I have always seen the verizon one disconnect automatically on my Motorola Droid Razr when I hook to wifi.
I would say its that way by design. you would not want to have verizon data on at the same time.
wifi of course is free at most places as well as home. Verizon data costs money.
nothing to worry about.

I am aware of wifi use... My question was about connecting to wifi and broadband, and if it turned off in Ice Cream Sandwich. I have seen them both on at the same before.

I think that was how all my android devices worked from the DROID Eris to the Galaxy Nexus.

The only time I have seen wifi and 3G/4G on at the same time was when I was sending a MMS message or the phone was checking for system updates.

Again, I have never seen my phone on both. in ICS or Jelly Bean.
