The way the Droid Turbo is set up, your "favorites" or starred contacts will show up first on the list under Speed Dial; it assumes those you mark as favorites are the ones you will be calling most often.
If there are no contacts marked as favorites, then the recent calls will be the ones that show up on speed dial. I don't know that there is a way to remove all from speed dial, but you can customize it so you see who you want to see on the top of the list.
