Why does my device freeze after the latest software update?

For a Droid Turbo 2. Says "optimizing apps xx of xx" but then the phone freezes, and restarts, and does this continuously. No idea how to get my phone to reboot properly, as I have never had any issues with this phone.

Try this. Plug it into a PC and see if you can get it to run the Software Repair Assistant tool. It will reload the software.

I wan't sure from your post if your able to even get it to fully boot.
