Won't boot past red eye; already wiped cache partition & did factory reset. What now?

For the past couple of weeks, I've had intermittent issues with apps (any of them) not opening, or opening and immediately closing again. Meanwhile, the Google Maps app would randomly try to start up while I was working in other apps that had nothing to do with Maps, and it would just freeze on a blank screen until I hit Home a few times. I was in the slow process of trying to remember which apps I"d updated around the time this started, and hadn't gotten too far yet when today the freezing/non-compliant apps just ticked me off too much, so I tried doing a hard reset of my phone (hold power   volume down) to see if it would behave any better when it came back online, except for the first time since I've had it, it never did. Got stuck on the red eye. Looked up instructions for how to go into diagnostic menu and wipe cache partition. Did that and tried booting up normally. Still stuck on red eye. Went back into same menu and chose to perform factory reset. Still won't boot past the red eye. What else can I do at this point?

If you can get back into the recovery screen you could try installing the Stock ROM again. If it's not on your SD card, you can Google it and download it. This should get you back to square one. Good Luck!
