Power down the device. Remove the SIM card. Wait 10 min. Re-insert the SIM card. Power back up.
If you can get to a corporate store, go there and demonstrate the behavior. Ask for a new SIM card. Try that.
If those didn't work, call Verizon. Your phone may not be registered to the network properly.

You stated initially that you cannot make or receive calls. When you call someone else do they get the call but you cannot hear them? Or does the device simply not make a connection? Have you tried replacing the SIM card? Does the trouble persist in Safe Mode?: http://vz.to/1tXDMxF .
