Empty very short voice mail messages

Why, oh why, does Verizon Fits Voice Mail store very short empty voice mail messages instead of deleting them?  Can't they add an option for minimum length (in seconds) to keep?  And with a little bit of software, they could tell that there's no one speaking on these very short messages, so delete them as they're clearly useless and VERY ANNOYING!

I suspect that if there is any background noise on a telephone call, the voicemail system would treat that as speaking and record until the originating party/bot/autodialer disconnects. I'm not sure if there is some sort of legal reason for not having an auto delete function. 🤔
