i have 2 phone lines - 1 analog copper and the other digital FIOS.
Incoming calls on the FIOS: both lines ring.
Outgoing FIOS calls: fine
Incoming calls on the analog: rings forever (answering machine does not pick up)
Outgoing calls on the analog: busy signal
only hardware change: FIOS tech added a filter to remove AM radio station 2 weeks ago.
how can this crosstalk happen?

Do you have a NID (Network Interface Device) on the outside of your home? If you do, open the cover with a regular screwdriver and bring a working phone with you. Plug the phone in to the NID if you have dial tone that means Verizon is ok and the trouble is in your home's wiring. If you get a busy signal at the NID the trouble belongs to Verizon and you can call them for a tech visit.
