My account is charged Direct Dialed Calls with my family cell phone

Every time I make the phone call to my sister cell phone who is just cross from my house. She has the mobile phone with T-Mobile and register in local Philadelphia home address. However, Every time I talk to her by home phone I got charger for Direct Dialed Calls. Any idea how to correct this problem? Her is {edited for privacy}
