No Dial Tone on Landline after Techs showed up and DSL connection drops constantly

My landline phone service has not worked for 2 months. I had techs finally show up last week and they fixed it. Since they were here my DSL connection has been dropping every few minutes. A weeks has passed and now I get no dial tone on my phone and dsl service that rarely works. Please help.
