No dial tone after Verizon street work

Verizon trucks did work on my block this week and knocked out my (copper) landline service. First available technician appointment is set for three weeks away. Does this mean I can withhold payment for the month I'll have been without service?
Also, the phone line is tied into burglar/fire alarm system.
Any chance Verizon could roll a truck and undo the mess it left sometime before mid-September?
