Ongoing safety issue

When last year's storm (June 2015) brought down a branch from my tree, the wires came down and caused a lot of damage. The wires were actually going through the tree branch right where it snapped off. The clean-up, done by Asplundh, was done quickly and without care. If I had been allowed to hire someone to remove the downed branch, they would have done a much better job, but the utility companies (Peco, etc.) would not allow it. The clean up actually did more damage (broken fence, broken planter, etc.) than the branch coming down. A large chunk of the branch was left attached and hanging from the wires. The remaining stub of the branch where it broke off was frayed with the wires resting on it. After contacting numerous tree services, I finally found one that was willing to remove the tree with all the wires going through it. They refuse to touch the large chuck of wood going through the wires so it remains hanging in the air! Both I and my neighbors, the Adams', have put in a lot of effort to get the utility companies to cooperate and do their part to fix their negligence but we have gotten nowhere. Once the wires were determined to be Verizon's, we both contacted them numerous times to come out and address the problem. Verizon came out numerous times to "assess" the situation but nothing was ever done. Once the PUC became involved (case # 3381788), Verizon came out and installed a new line (February 2016 — almost a full 8 months later). The lines with the large chuck of tree branch hanging from it were still there. When we asked why that was not removed, Verizon told us that they are not their wires. We then contacted both Comcast and RCN, the only other communications providers with cable in our area. Both of them came out and both of them said that they are Verizon's wires and they even traced them back to Verizon's utility boxes. Verizon still refuses to remove these lines and now claims they belong to Comcast. The large (probably 50-601b) chuck of wood is hanging over my neighbor's yard and is causing a precarious situation. We still can't get anybody to take responsibility for the wires or their removal.
