PHone number blocked , but got to my voice mail anyway

I have a phone number blocked. It is in my call block list.

The number showed up in my voice mail.  It is 267 396 1072.

Why is it able to get to my voicemail. that is odd. I cant add it to block list because it is already there.  So this didnt work for this number.
