Verizon has NOT fixed my landline problem

Verizon has NOT fixed my landline problem. Verizon Service sent me a message saying: 

VACF04VV0N

Your Ticket Details

Service: 

Status: CLOSED

All they did was run a temporary shared line from my neighbors house. The wire runs across both yards and is easy to trip over or cut with lawn mower.  

How many times do I have to call to get this fixed? The utility company already marked their lines, which are not close to the phone. The phone line has also been marked for burying cables.  It's  already been a week of waiting...and now they call this mess fixed and the ticket is closed! This is unacceptable!
