busy signal out going calls can't make payment iPhone 11

I have not   been able to make outgoing calls - get a bust signal - even when calling customer service - now my service has been suspended and I have no way to pay  because of inability to call out LITERALLY TO CUSTOMER SERVICE  went into brick and mortar store said can't help -

Is this a problem calling out using an iPhone 11? 🤔
