over charged for long distance, computer system down for weeks, customer service no help

I have called at least six times in the last few months to have my long distance account fixed. I am being chaged for to different plans on 1 account. The customer service person tells me that the computer system is down and they can't do anything. How can a business operate with their computer down for weeks at a time?
