Adding second line to Digital Voice (porting in number)

I contacted chat today to add a second line to my Fios Digital Voice service.  Was told that porting a number must be for the billing number and cannot be done as a second line.  Can this be true??  I asked why, and was simply told it was not offered.  I have all of my services with Verizon, and I cannot believe I can not port in a second line and give Verizon more revenue??

Help?  Makes no business sense!
