Billing Problems

I have experienced billing problems since February 2011, after having my phone service turned off in error.  I have attempted many times to get this issue resolved with no avail.  Several people keep giving me wrong information, at times over 5 hours with someone trying to remedy this problems, but nothing.  I am so disappointed that your company would put their customers through such type of hell for so long.  I would appreciate a response, and to have this issue resolved.
