Calling my parents' Home Phone results in recording saying line is busy, not busy signal

My elderly parents have a Verizon Home Phone unit, to which they have  connected a typical cordless handset.  They emailed me yesterday afternoon and told me that are unable to use their phone.  When I called their number, I got a Verizon message that says that their phone is busy (not all circuits are busy, but that their phone is busy).  There was not a typical busy signal.  I have never heard this message, I've always heard busy signals.

What does it mean that there is no busy signal and instead I get receive that message?  Combine that with the fact that they say they cannot dial out?  Is it a problem with the Verizon line, the Verizon home phone box, or their phones?

They are 95 and and confused.  And I don't live near them to help. It's been like this for 12 hours.

That message doesn't read like one that Verizon uses. A few questions to get the ball rolling:

Is this Verizon Fios service, copper landline service or something else?

Is this new service, or have they had it for a while?

Is their telephone number being ported to or from Verizon?

When they try to make a call, if they blow air into the handset, do they hear it in the earpiece...or...is it completely dead as if the phone isn't plugged into anything?
