Can't Manage Phone Plan On-line

Hi - For as long as I have had my phone number when I go to Phone Management all I get are errors. The one thing I really want to do is use the Call Filter but:
Voice Mail --> USERID not found For the Combination
Call History --> We encountered an error while processing your request. Please try again later.
Call Features --> We encountered an error while processing your request. Please try again later.
Block Outgoing Int'l Calls -->We encountered an error while processing your request. Please try again later.
Backup number -->We encountered an error while processing your request. Please try again later.
Call Filter Not Active --> when I try to activate I get an Error, please try again later.
Note, the phone number works and my voice mail works.
I have called/chatted and spent way too much time getting shuffled around and no one ever seems to even understand the issue.
I would like to take advantage of the Call Filter features.

Some general questions:
Is access to Phone Management being attempted via an app, or from a webpage?
Is the Verizon account residential or commercial?
Are you able to successfully access the other subscribed Fios services (Internet &/or cable television) without any problems?

Accessing from the web page for my residential account. I can see my DVR on the web page, but I get errors whenever I try to set up anything to record. Would be nice if that worked as well....
