I'm trying to change my home phone plan via the website. I recently found out about this community plus plan which is a lot cheaper and fits my needs a lot better.

Unfortunately, the site keeps wanting me to select a regional plan and there are none to choose from. Also, I should note that I'm one of the customers that got switched to Frontier (although the website still looks like Verizon). Could this be the reason, or is there just something wrong with the website?

There is now a FAQ for the transition to Frontier Communications.  You can find it HERE.

Verizon will be unable to assist customers who are transitioned to Frontier services.
