International callers can't call me

I recently transferred my number to Fios home phone. Since then, when someone calls me from overseas they get a message saying the line is not connected/disconnected etc. It happens from a variety of carriers, landline and mobile. Calls from the us come in smoothly. I can also call domestic and international without a problem.

To the best of my knowledge, I don't have any call blocking or restrictions set any where.

I spent hours with Verizon tech, they escalated it to a ticket etc., and a day later I got a notice the ticket was resolved and closed.  Needles to say, nothing was resolved. A tried again to contact Verizon tech, and hoped to cut straight to the point with giving him the ticket number, but he says the ticket is closed and he can't see anything. We started all over, he sent a set of commands, bla bla, and said he solved the problem. Nothing changed, and it seems they have no idea what they are doing, or how to solve this.

What do I do now?
