Need help for removing copper box from the property due to emergency construction

There is a copper box in my property right behind the retaining wall  which is supporting my house, now the wall is falling and needs to be replaced for the safety of the house immediately, I called Verizon and after waiting for 50 minutes and keep transferring from one department to the other finally I could explained the situation for someone, they sent a guy but he said I am from FiOS and can't touch it, he said this is dead box and Verizon doesn't use it, the engineer for my house said I can't start the construction until they remove the box or Verizon give us permission to remove it, now I am calling again and keep going back and forth and same thing, I can't find the right person to speak with, what should I do? Who is responsible if the wall fails? anybody can help me? I am really frustrated..
