No dial tone or heavy static

I have had poor service and have lost at least 30 days of use this year due to static on the line. A tech had addressed the issue once but it's worse than ever now. I have spent countless hours trying to get a repair ticket issued on this problem through the web site to no avail. Quite frustrating trying to have a business without use of a phone. Many years ago, I had a party line with a neighbor much to our amazement all due to water issues. I'm getting quite frustrated paying for a service that isn't maintained ....... I have been vey patient over this but I am at my wits end, Thank you.
