No dial tone

Have done troubleshooting on all phones but no luck.  Crews are excavating for internet service in front of my property.  Could they have cut the line inadvertently?  How do I determine the cause?

This is a bit outside my normal area, but if your problem is with a POTS land line, outside your house is a grey plastic box that the incoming phone line comes to. Open the box and inside there should be a phone line with a standard phone line connector plugged in that goes into the house. Using an old fashioned self-powered phone, not one with a transformer (unless you can supply it power with an extension cord) plug it into the jack that phone line is plugged into. If you don't get a dialtone and can't make a call from there the line has been cut outside the house. If you DO get a dialtone and can make a call, the problem is inside the house.

Clem nailed the troubleshooting procedure for standard POTS lines (copper cables from the street). For Fios service, troubleshooting is a bit more simple.
