Outgoing calls result in Fast Busy signal

All outgoing calls from my verizon copper landline account to non-verizon numbers result in a fast busy signal. This has been going on since last friday. Examples of services I can't call are T-Mobile, Vonage, Ooma, Sprint and AT&T. Numerous email exchanges to Kendra at Verizon Executive Care team have resulted in an email from her that "All networks tests, switches and routing" have come back negative for trouble. I do not believe this and I am sure there is a routing issue. Verizon to Verizon calls work fine but any call to non-verizon gets a fast busy signal. Just completed an email to Hans Vestberg a couple of minutes ago, so I hope this is taken care of. Someone needs to go to the Central Office and check equipment over for lightning damage.
