Problem with not receiving phone calls

I have been on the phone with someone from Verizon since October 12th, 2017. I have had a restriction placed on my phone because they said they thought some fraudulent activity was going on. But once everything was cleared up the restriction is still on the phone. I can receive calls but I can't make any calls. Since October I have been going back and forth  once a week. I am at the point of cancelling my service. Every department I am transferred to tells me I should be credited and the I am on hold for over 45 minutes. This last time which was Wednesday November 15th, I was on hold for two hours and then hung up on.  I pay over $200.00 a month for services and I can't even make a call on my phone. It's ridiculous. If the restriction was placed on my phone it should be able to be removed the same way it was put on. If not I will be cancelling my entire service.
