Home phone service is out and get busy signal and says phoneline is in use. I can unplug and reset and sometimes get it to work.

Busy signal is generated by the ONT. You might want to contact the official support and ask them to check your circuit voice wavelength.

Are any other services [if applicable] (television or Internet) having trouble?
The telephone or in-house cabling could cause a problem. Is it possible to plug a telephone directly into the telephone jack on the ONT and test? The idea is to bypass the inside wiring.
If the problem remains, and if the telephone is a cordless unit, could a corded telephone be substituted and testing done again?
If all of the tests fail to resolve the issue, there is a possibility that the ONT is the cause of the trouble and a Verizon technician would have to visit to check on and possibility replace the ONT.

Internet, TV, and FDV are on separate wavelength though.
Would the soft switches in the CO be a cause of problem? Little putting the cart before the horse because the easy troubleshoot methods were not yet exhausted.

If the problem was back in the C.O., chances are strong that it would affect more than one subscriber.
The idea here is to eliminate all inside the house potential causes of the trouble before getting Verizon Repair involved.
That would include inside wiring, the telephone(s) and the ONT.
Bypassing the in-house wiring is easy. Trying a different telephone directly connected to the ONT is also easy.
Missing from the description is the physical location of the ONT (inside or outside). Is the ONT a 211 or something older? Outside could point to a thermal problem (overheating).
If the OP can post a picture or two of the ONT that could provide some clarity.

Another clue is the message "Line in Use". That indicates that the phone isn't seeing proper line conditions. Voltage & current is generated by the ONT itself.
