Unable to Port Number Out

I have been attempting to port out my landline number out of Verizon for almost a month now and it seems like Verizon is blocking the number from being released. I've called Customer Service multiple times and each time, they tell me to "wait" and that the 2 carriers will figure it out. The new carrier however is telling me that Verizon is not releasing the line. Please advise.
