I have not heard of one. There is the Verizon Call Assistant that allows you to monitor your calls like CID does, but also does alot more. It does not allow you to use your PC as a phone. A service like Skype where you could use your own voice number would be cool. Maybe a feature that could be used with Verizon digital voice. I don't see the ability to do it with plain old telephone service, but maybe possible with Digital Voice, since DV is VOIP through the fiber hardware. Verizon likes new ideas.
