Verizon wont stop billing me for a disconnected landline

I had my landline disconnected 3 months ago. It is definitely disconnected and will not take inciming calls. For the third month in a row, the landline is still on my bill, i still have internet and cable. Every month i call and i am told they just have to wait and hope it gets taken off the bill next month. Nobody takes any ownership if the situation, just cross our fingers and hope that it works out. I am done waiting and hoping. Who the hell can i call that will actually get my bill fixed. Since i am paying the bill in full every month, verizon now owes me close to $200. Who has the abiltiy to fix this simce customer services obviously cannot.
