Are you positive that your phone supports the service and that you have it turned on on the phone? Sometimes you have to go into the telephone's menu options and turn on call waiting id.

Hello, I had the same issue that you are talking about and I think I may have an answer for you.

Since I first had my FIOS Service installed in April 2010....

I have been using the following telephones each with a built in Caller ID/Call Waiting ID feature:

1) SciTec Telephone, Model:  STC-7003 (HAC),  {Corded Phone}, Purchased from eBay

2) Panasonic Telephone, Model: KX-TSC11B (HAC),  {Corded Phone}, Purchased from PC Richard & Son

3) RadioShack DECT 6.0 Caller ID Cordless Phone, CAT/Model No: 43-326, Purchased from Radioshack

4) RCA ViSYS 2-line speakerphone with caller ID, Model: 25204RE1, {Corded Phone},Purchased from Circuit City

ALL of the above phones worked just fine for showing Caller ID when the phone was idle/on-hook. They also worked fine for showing Caller ID on Call Waiting aka Call Waiting ID when the phone was off-hook/on an active call.

Here's is where the problem comes in:

When I TRIED using the following "Stand-Alone" Caller ID Boxes that also had the Caller ID/Call Waiting ID feature:

1) RadioShack Caller ID/Call-Waiting ID with Backlit Display, CAT/Model No: 43-3903, Purchased from Radioshack

2) Bell South Caller ID with Alarm Clock , Model: CI-36,  Purchased from Closeout Connection NYC

Both Caller ID Boxes worked just fine for showing Caller ID when the phone was idle/on-hook. BUT they did NOT work properly for showing Caller ID on Call Waiting aka Call Waiting ID when the phone (which was plugged into the box) was off-hook/on an active call. The Call Waiting ID feature had intermittent problems, mostly when a call waiting call came in -  the display would say "Data Error"  or "-- -- -- -- -- -- -- -- --" . It would very rarely show the number of the Call Waiting Call.

Just FYI, the phone I used to test the "Stand Alone" Boxes did NOT have its own built-in Caller ID, it was just a plain trimline phone with no display at all (because putting a Call Waiting ID phone behind a Call Waiting ID BOX will cause one of the devices to fail, unless you know how to change some settings).

I tested this on the 2 Line ONT (Big White Box) and the 8 Line ONT (Grey Outside Box)

ONT = Optical Network Terminal (The main box that everything connects to)

CONCLUSION: It seems that the Call Waiting Data Signal used on FIOS lines cannot support "Stand-Alone" Caller ID boxes, they just simply won't work on FIOS. But, telephones with a BUILT-IN Caller ID/Call Waiting ID feature have no problems. On my Optimum lines and Regular Verizon lines I had no problems using ANY Caller ID equipment.

You have to find a good phone with the stuff built-in, only drawback is you don't get to have the jumbo Caller ID display which kinda sucks.

UPDATE:

As of December 6, 2013 - I decided to give the Call waiting ID service another try and it seems that the issue has been FIXED!

All of the problems that I mentioned in my previous comment above regarding the Call Waiting ID service on "Stand Alone Caller ID Boxes" are no longer an issue.

Thank you Verizon FIOS!
