difficulty porting verizon landline number to nettalk

i have tried at least four times to transfer (or "port") one of my verizon tel numbers to a voip carrier (nettalk) but they are being told by verizon that it is an "inactive" line. however, the verizon number is working fine for me right now and seems in every way to be an active line. and my bill payments are current.

i have called verizon repeatedly but they continue to say, incorrectly i assume, that the number is active. verizon also says they are not allowed to talk with me about this issue!?

is there anyone at verizon who can rectify this problem?! otherwise, i will just have to go with my new nettalk number and reprint stationary and business cards ... then i'll begin complaining to anyone i can find outside of verizon.
