Fios has failed to bury my cable

It's been three months now, five phone calls, multiple times agents telling me my line would get buried.
My son, who is 1 and a half, has tripped over it.
It wraps around my entire house, I have to pick it up and move it 5 to 6 times when I'm mowing the lawn. What is going on?
