I have internet from some devices but not others

Switched to FIOS today and already regretting it. Been on hold for >1 hr. No option for call-back. Unbelievable.

The installation guy set it up when I was not home. Now the cable modem is connected to my own router. I have internet from some devices but not others -- on some phones the wifi doesn't show up in search.

Is there no way to assign fixed local IP to some devices?

I used to have a bridge router for the basement. Now that part has no internet access.
