VPN Target IP inaccessible

Good day, I am an LTE home internet subscriber.  I use the service for many things, including VPN access for work.  I have no issues, and I'm an IT guy by trade...however I have ONE VPN site that I cannot reach.  I cannot even traceroute or run ncat to this IP.     Traceroutes never seem to leave the VZW network.

If I connect my PC to my ATT hotspot, (phone), I can reach this same IP with no issues.

THIS IS A VERIZON NETWORK ISSUE!!!   

I'm wondering if the subnet used by VZW was at one time a foreign IP range, or somehow blacklisted. 

I am paying for Verizon home internet - my IP should not be blocked or blacklisted from any sites!

You can request to change your public IP by contacting the official support, as long as you provide a legitimate  reason.

Try tracing the VPN location using Verizon's looking glass: https://www.verizon.com/business/why-verizon/looking-glass/

Also, use the looking glass to see if Verizon is receiving BGP information for the IP address the VPN server is behind. If you have BGP but can't traceroute it from the Looking Glass, it may be best to ask the the upstream ISP / Provider for the VPN to contact Verizon and ask what's up with the routing. Assuming it's not an issue on the ISP / Provider's end as well...

Verizon's general customer tech support will have difficulty getting the wheels turning for this sort of issue. But hope this at least helps you out.
