I can reach it from New York at 5:08 pm EDT
I can as well here in Md.
Are you using your phone in both cases?
If not, try clearing cache on the web browser you are using via FIOS.
Cleared the cache on the chrome browser on my pc windows 7
Still does not connect on FIOS to the www.globalwatchaccess.com, it times out.
if I use Comcast works ok.
On the iPhone same result, wifi over FIOS does time out cant't reach server.
If I use cell data LTE or comcast wifi works ok.

This is just a guess but do you have another desktop, laptop, iMac, or windows tablet available? Don’t use the machine with windows 7 at all but test with a windows machine with first the same 7 or use Windows 10 all updates installed.
i realize many folks have more than one computer and my wife and I own multiple machines etc. so testing is possible. If need be have a friend come over with their laptop either WiFi or direct ethernet connection and if they can access the site it may be you have a corrupt windows 7 update.
i am however puzzled that the same computer on Comcast accesses the site where Fios won’t and did this site not resolve before?
i can still access in New York at 10:57 am EDT so I don’t think Fios is blocking it.
