Verizon Fios Home Depot Gift Card promotion

I signed up for new Fios internet service.  At the time there was a promotion for $200 Home Depot Gift Card.  Once the promotion became available after so many months of paid service, there was a link to download the Home Depot Gift Card.  The link was broken so I wasn't able to download the Gift Card.  After several phone conversations with Verizon Customer Service they stated that they needed to create a Snow Ticket for my issue and that they would call me back with an update.  After 2 weeks with no update, I called again and had the issue "escalated".  Another 2 weeks went by with no update and I had to call again.   On October 31st, I spoke to a Supervisor who stated she would look into this issue and would call me back personally within 72 hours.  It is now November 16th and I still have no resolution and no Gift Card.  I'm ready to complain to the Federal Trade Commission but wanted to see if anyone had a similar issue that was eventually resolved.  TIA!
