Does Verizon offer this? I need to bring an ethernet wire down to my computer on the first floor from the second floor.

Yes they will run an ethernet wire but it is not cheap.

Might you already have coax running to a TV on the first floor?
If so, you can likely save yourself some time, trouble, and expense by using a MoCA adapter to get an Ethernet connection on the first floor.
Some users have also had reasonable results using a pair of powerline adapters in lieu of running Ethernet from room to room.

Yet another solution: purchase a wireless bridge. (Note that some of these products will also repeat your WiFi signal and serve as range extenders.)
But if you do have coaxial cable going to the room, the MoCA solution will probably give the best performance.
