CR1000B port forwarding does not work

I've been reading posts and noticed the CR1000B Router does not work with port forwarding.

I've been trying to reach ip:8000 or localhost:8000 creating portfording rules such as TCP/UDP for port 8000 but nothing, Port is still closed.  My applications automaticly closes.

I can access port 8000 via a desktop vpn such as proton vpn, the application stays open and I can continue to use it. But I shouldn't need to use a vpn. 

I can access port 8000 without a vpn if I add the pc to access control how ever once I do that it blocks all internet connection and unable to use any network.
