Cable still not buried after 2 months

I had Fios service installed in mid June and the cable is still running across my yard.  The original installers told me it would be buried within 1 week.  Several weeks later, a different team was installing fios for my neighbor (we share the same yard box), so I asked if they knew anything about getting our cable buried, and they said they were sure it was in the queue, and that a crew would almost certainly bury the cables for both houses at the same time. 

Around the same time (early July), I spoke to another Verizon employee who was examining my cable.  He said he was driving around looking for cables that could be buried by hand.  Ours needed a machine due to tree roots, but he agreed to check that we were in the queue.

Well, today a crew showed up with the machine and buried my neighbor's cable but said that they couldn't do ours because we weren't on their schedule, so my cable is still sitting on my grass.  I'm beyond frustrated at this point.  I'd been waiting years for fios to finally be available in my neighborhood and was one of the very first people to sign up for service.  How do I get this cable buried, and why is it so hard to get the job finished?
