Cable still not buried after 4 months

We live in a multi-generational home. Our Son and family moved in December 2023. We moved in April 2024. Today is May 15th, 2024. We both have FIOS. Both cables have still not been buried. I am currently on hold listening to music for 45 minutes, so I have time to lodge this complaint.
Can someone in Verizon land help us???
