FiOS is not available where I am but previously had Verizon landline and high speed internet. Can I sign up for high speed(DSL) I would be fine if I also have to get a landline for it. There are no other providers where I am.

Enter your address in the Verizon coverage map to see what's available at your address.

It checks for what's available at your address, if DSL isn't listed than it's not available. I can't speak to Verizon's policies, but AT&T if you had DSL which was grandfathered and you canceled service you can't get it back. Nor can you get new DSL service even if your neighbor has it.

Did you read what the link is for, as follows:
Find Home Internet and Cell Phone Coverage In Your Area
Explore all Verizon has to offer on internet (including Fios, 5G Home, and LTE Home) and cell phone coverage (5G Ultra Wideband, 5G, 4G LTE, Satellite SMS, and more)
I have no control over what information Verizon gives on it's links. This is my last post on the subject use it or not, call them or not. Your choice.
