I can't make voip calls

I can ping my voip provider but can't reach port 5060
Is verizon deliberately doing this?

Its working again and I don't know who to blame either my voicepulse service provider or verizon. All of a sudden i don't have dial tone for 20-30 minutes.
Voicepulse is small company and I trust them but verizon could be blocking 5060 to steal other customers to its phone service.

verizon doesnt block that port....
if it was down for 30 mins, and internet was working at the time.. it is most likely that the VOIP was at fault
