Can't reach specific IP address

I'm unable to reach the IP address *****, though I'm not having issues with any other websites. I know at least four other people who are able to reach it without issue. I've tried rebooting/resetting my router, rebooting my computer, using other computers, and flushing my dns cache via ipconfig /flushdns (followed by a /registerdns ).

This is the tracert looks like:

The timeouts continue until the 30 hop limit. It looks like something within the Verizon network isn't being routed properly?

My friend hosts an ftp server for some of us: is that not allowed?

Either way, it should be pingable right? This seems like a legitimate routing issue that needs attention

Hosting servers accessible by the general public is not allowed.

Pingable or not depends on the remote device whether ICMP Echo is enabled.

The GWR on both DC and greater Baltimore region are reachable, so no routing issues.
